(Page 21 <br />MINE ID # OR PROSPECTING ID # M- <br />INSPECTION DATE /02 <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112 permits. The <br />operator's representative was not present during the inspection. <br />The required permit ID sign was posted at the NE entrance gate to the site, and the permit boundary corners were marked <br />by green steel T-posts. All disturbance appears to be contained within the permit boundary. There is an adjoining area of <br />mining-type disturbance outside the permit area, containing a highwall and operations bench as well as small stockpiles of <br />boulders. These features are located on adjoining land clearly outside the permit boundary, but have been documented <br />adequately as being associated exclusively with a local irrigation company, and not with this permitted operation. There is <br />no problem, but if the permitted operator begins to mine materials from here, this area must become part of the permit. <br />The operation consists of removal of irregular, large material (riprap and boulders) from aquarry-type highwall, and the <br />subsequent processing of some of it into smaller, uniform products. The highwall is on the south side of a knob located <br />along the north permit boundary. Stockpiling and processing occur in the southern areas of the permit which are more <br />level. There are several large. stockpiles of materials presently onsite, but no equipment is present. There is very minimal <br />debris, no contamination and no noxious weeds. <br />Highwalls consisting of solid rock may remain in heights no greater than 25 feet, with benches gently sloped outward for <br />drainage. As noted above, the knob being mined lies along the north permit boundary, and is not entirely within the permit <br />area. The top of the highwall is approaching the north permit boundary. If it approaches too close, the approved highwall <br />configuration may not be attainable without reducing the final surface gradient by backfilling. Slopes created by use of <br />backfilling of unconsolidated material will be gentler than a surface consisting of unblasted, competent bedrock. The <br />operator must be aware that this could require use of a significant volume of material not presently onsite. <br />Stockpiling and processing have apparently occurred on surfaces which still contain the native topsoil layer; no stripping <br />was carried out and there are no topsoil stockpiles. This is approved in the plan, but care should be taken to ensure that no <br />contamination, Toss or noxious weed infestation of the native topsoil occurs. Seedbed preparation for revegetation will <br />occur after all stockpiles are removed. <br />The site is nearly all occupied or affected by the permitted operation, with some areas more disturbed than others. The <br />bond is currently $7,700. The reclamation costs are scheduled for review, and the new figures will be forwarded to the <br />operator when they are prepared. At present, it is estimated that the current bond is adequate to reclaim the site. <br />There were no additional items observed and no problems exist at this time.
