The site is located just southwest of Lamar, Colorado in the sage
covered sandhills that are typical of this area. The affected area is divided into two
parcels that are approximately 4 acres each located in the southeast and the northwest
corners of a 40 acre parcel.
The operator has only disturbed approximately one acre in the southeast parcel and would like
to obtain full reclamation liability release For the remainder of this parcel and then add
it to the northwest parcel so that it can be expanded to the south approximately 185 feet.
The operator was informed that this could be done through a new policy requiring the revision
or amendment: process once a reclamation liability release had been granted for the
undisturbed portion of the first parcel. A copy of this policy is attached to this
inspection report to use as a guide in working through this process if the operator chooses
to proceed w.i th this permit area swap.
A portion of the area that has been disturbed in the southeast parcel has been partially
reclaimed and is showing some signs of vegetative establishment. The best results are where
the operator used tree branches scattered around the surface of the ground to control surface
movement of sand caused by wind. This is a technique that could be used over this entire area
to combat thc~ shifting sands and aid in seedling grass establishment. The southwest parcel
has been s1oF•ed along the south side. There is a low wall running along the east side of the
parcel which is where the most recent active mining has occurred. The area along the west
side containe. a small pile of concrete rubble and a topsoil stockpile that was hauled in from
another job :;ite. The operator indicated that the rubble has been sold for use as rip-rap
and is in they process of being hauled out. If this material is still present when the site
is ready to tie reclaimed, it will need to be buried at the bottom of the pit. The topsoil
stockpile shc•uld be seeded with a temporary seed mix to protect it From erosion. No problems
were noted ar~d this concluded the inspection.
I & E Contact Address
NAME Rudv Torres
OPERATOR J-Rude Inc
STREET P.O.
