III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one <br />represented the operator during the inspection. The inspection was done after loading <br />operations at the loadout were done for the day. There was no activity on site. <br />Roads <br />The paved haul road was in very good condition. The guard rai] was up. The east <br />entrance graveled road was in good condition and that gate was open. The access road <br />along the railroad tracks was passable. <br />Topsoil <br />There were no signs of erosional problems at the east topsoil stockpile. The vegetative <br />cover was moderate to good. The collection and diversion ditches were in place and were <br />functional. The vegetative cover on the south side of the west topsoil stockpile was poor. <br />On the north side of the topsoil stockpile, the vegetative cover was moderate. There were <br />no signs of erosional instability on the stockpile. The west topsoil stockpile collection <br />ditch and diversion berm were functional. Topsoil signs were present at both locations. <br />Hydrology <br />There was a little water in the east pond. The gated primary valve was closed. Pond <br />inslopes were well vegetated and stable. The pond embanlo-nent was stable. Pond <br />spillways were functional. <br />The west dugout pond was dry. The spillway riprap was functional and the silt fence was <br />installed in the spillway, as designed. Cover vegetation was sparse. , <br />The straw bales•and silt fence were properly installed along the railroad track SAE. <br />c: /word/terror/insp0603 <br />
