(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1999-050 <br />INSPECTION DATE 01/29/04 <br />INSPECTOR'S INITIALS ESC <br />This was an inspection of the Timnath-Connell Pit, File No. M-1999-050 conducted by Erica <br />Crosby of the Colorado Division of Minerals & Geology. Bob Gowing of Connell Resources Inc. <br />was present during the inspection. <br />The Timnath-Connell Pit is located 1 mile south of the town of Timnath in Larimer County, <br />Colorado. A 112 Mining and Reclamation Permit was issued to Connell Resources, Inc. on <br />December 9, 1999 for a permit area of 157.6 acres. The application states that 144.6 acres <br />will be disturbed by various phases of mining activity. <br />Mining was actively taking place during the inspection. The activity in phase 3 consists <br />of a series of mining slices approximately 200 to 300 feet wide moving west to east. <br />Phases 1, 2 and 4 have been mined to date. Phases 1 and 4 have been converted into <br />dewatering recharge ponds and phase 2 is the location of a landscape berm parallel to <br />Interstate 25. The area in advance of the pit has been stripped of topsoil and overburden <br />material. The site is dry mined, and a dewatering trench was noted on the west and south <br />portion of the permit area. Water from the active pit is either routed to the recharge <br />pond or to the temporary sediment pond located in mining phase 4. <br />Mining is encroaching in the direction of the Box Elder ditch, but remains 100 feet to 200 <br />feet away. The operator intends 'to mine through and relocate the ditch. However, Connell <br />Resources must not relocate the ditch until an agreement has been reached with the ditch <br />company to the location and size/shape of the replacement ditch. A technical revision <br />must be submitted to the Division for review and approval prior to relocating the Box <br />Elder Ditch. Until such agreement is reached, the approved plan states that a mining off <br />set distance of 25-feet is adequate if the pit depth is 16-feet. If the depth of the <br />excavation exceeds 16-feet, then the amount of required mining setback to a structure or <br />right-of-way will be increased as necessary to be two-times the depth of the excavation. <br />The operator is in the process of moving the asphalt batch plant from the adjacent <br />Wellington Downa Pit (Permit No. M-1995-035) to the Timnath-Connell Pit. Connell <br />Resources is in the initial stages of relocating the asphalt batch plant. <br />Technical Revision O1 (TR-O1) was approved by the Division on March 16, 2000. The TR <br />addresses a contingency plan for groundwater monitoring as it relates to phases of the <br />mining operation. Connell Resources committed to the submittal of the groundwater <br />monitoring data in the DMG annual reports. The Division was unable to locate the <br />groundwater monitoring data in the 2002 or the 2003 annual reclamation reports. Submittal <br />of the groundwater monitoring data is a component of the approved mining and reclamation <br />plan, and will be listed as a problem.
