III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Gulch Mine conducted by of the Colorado Division of <br />Reclamation, Mining and Safety. No one else was present. <br />The permit for this mine was revoked more than 10 years ago. DRMS's IML program had reclamation <br />work done on the site in September 1994. <br />The ground was dry. <br />HydroloQic Balance <br />Both ponds held a small pool of water, The seep (from a portal?) that flows into the lower pond was <br />dry. As mentioned in past inspection reports, the lower pond has the remnants of the inlet of a primary <br />spillway culvert, but the outlet on the outslope of the embankment cannot be found. <br />Slides and Damase <br />No slope stability problems or new erosion were evident. <br />Reclamation Success <br />There is a fair amount of vegetative cover on the disturbed azeas, and several patches of thistle that <br />cover a few hundred squaze feet on the site. <br />Three 40-ft long trailers and various debris (concrete culverts, steel culverts, roots, 55-gallon drums, <br />etc.) have been placed on the site since the last complete inspection in December 2006 (see attached <br />photos). Ownership of these items is not readily evident, Access to the site appeazs to have been by <br />driving over the cable that hangs between two steel poles at the entrance from Highway 160. <br />3 <br />
