o. <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete quarterly inspection of the Munger mine site and office records. The site inspection was <br />conducted on the morning March 24; Loma loadout at approximately 9:00 am, mine site area at approximately <br />10:00 am. There was no operator contact present, however Marcia W hitledge at the CAM mine office was <br />contacted prior to the inspection, and mine manager Walter Whitledge was contacted upon conclusion of the <br />inspection. Weather was clear and mild. There was patchy snow cover on north facing slopes in the mine bench <br />and upper access road area. Other areas were snow-free. <br />Availability of Records <br />Required records were on file and up to date through the 4'" Quarter, 2005. <br />Sions and Markers <br />The Mine I.D. sign needs to be revised to reflect the name change to CAM Mining LLC. <br />Roads <br />Upper road and mine bench area had not been accessed since November, due to snow cover over the <br />winter. The road was snow-free and relatively dry in most areas up to the final curve, approximately <br />150 yards below the mine bench. There was patchy snow and mud beyond this point, and I walked this <br />last segment up to the mine bench. The road is in much better condition than at this time last year, <br />with only a relatively small quantity of rock fall that will need to be graded off the road and from along <br />the roadside ditch. <br />Typical seasonal maintenance of the road surface, ditches, and culvert inlet sumps is warranted. <br />At the first (upper) CMP road culvert below the mine bench, the fabric outlet sleeve associated with the culvert <br />installation was damaged last summer. Operator had inadvertently ordered the wrong sized culvert sleeve, but <br />reports that the correct culvert sleeve had been delivered. Replacement culvert outlet sleeve needs to be <br />installed promptly. <br />At the fourth CMP road culvert, the inlet was partially obstructed by a large grass clump that needs to be <br />removed. Installation of a series of water bars between the third and fourth CMP road culvert inlets is <br />recommended, to direct road drainage to the inside road ditch. <br />Recent flows had washed out several of the water bars that had been recently installed along the two-track road <br />that provides to access to the small topsoil stockpile adjacent to the lower segment of the Munger Canyon haul <br />road. These water bars need to be restored and enlarged, as appropriate. <br />The temporary drill pad access road up the North Fork of Munger Creek remains as described in the January <br />inspection report. Reclamation was initiated on the upper segment of the road in the McClave permit area in late <br />December/early January, but work was suspended due to frozen ground conditions and the Munger road <br />segment has not yet been reclaimed. Reclamation has not yet resumed due to frozen ground conditions in the <br />upper canyon. Reclamation of the road needs to be initiated and completed as soon as ground thaws <br />and dries sufficiently to allow work to proceed. Conditions should be checked weekly to ensure that the <br />work is initiated as soon as practicable. <br />3 <br />
