III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine for the month of July, 2003. Weather <br />conditions were sunny and warm. <br />Roads: All main roads were in satisfactory condition. Culverts appear to be functioning as designed. <br />Hydrolos~ic Balance: Both ponds were dry and appeared to be stable. <br />General Mine Compliance: The mine, under the care of the Four Corners Construction, is continuing <br />the reclamation of the coal mine. The North Pit area continues to be backf~lled, perhaps a little to close to <br />the eastern edge on the northern portion. The South Pit area appears to be completed. <br />Excess Spoil and Develoament Waste :The pile is being altered for the 100 year diversion and topsoil <br />has been stripped back. <br />
