(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1978-098 <br />INSPECTION DATE: 9/26/2007 INSPECTOR'S INITIALS THM <br />OBSERVATIONS <br />This inspection was conducted as part of the normal program established by the Colorado Division of Reclamation, <br />Mining and Safety. The Sievers Pit is located 5 miles northwest of Carbondale, Colorado between County Road 109 <br />and the Roaring Fork River. The site is a 112c-phased operation with 122.9 permitted acres. Mike Prehm, Lafarge's <br />Pit Supervisor accompanied the inspectors during the inspection. <br />The mine identification sign and the affected area boundary markers are in place and in compliance with rule 3.1.12. <br />The sign is located on the fence at the main entrance on the west side of the gravel mine. The permit boundaries are <br />comprised of fence posts that are easily identifiable around the entire perimeter of the mine. A buffer zone of 100 to <br />200 feet was observed in most areas between the excavation areas and the boundary. <br />The pit is currently active. Various pieces of heavy equipment were observed working stockpiles, loading trucks <br />with material and feeding a portable crusher. The asphalt plant was operating during the inspection. Stockpiles of <br />used concrete and asphalt intended for recycling were noted to be in the center ofthe permit area. Adequate amounts <br />of topsoil and overburden appeared to be stockpiled for the permitted reclamation plan. Large stockpiles ofmaterial <br />were present during the inspection. Due to recent precipitation events, pooled storm water was present at low spots <br />around the mine. No evidence of major storm water erosion was noted. The asphalt pile was at a higher grade than <br />any water in the area and there appeared to be no threat of contamination to water within the permit area. <br />The most recent excavation of construction materials is in the southwestern portion of the permit area. The high <br />wall in this area was approximately 30-40 feet in height and approximately 300 feet across. <br />Some thistle was noted in the reclaimed areas along the permit boundaries. The infestation was light and the <br />operator has an active weed control plan therefore this is not seen as a problem. This issue is being noted to monitor <br />control success during the next inspection. <br />At the northwest corner of the permit area near the asphalt plant a large black tank was noted and received attention <br />from the inspector due to a lack of secondary containment. The contents of the tank are unknown. Identification of <br />the contents of the black tank is needed in order to determine wether or not secondary containment is required. <br />In an effort to ensure the financial warranty remains adequate to reclaim this site per the requirements of the <br />approved reclamation plan, DRMS will update the reclamation cost estimate. The estimate will be forwarded to the <br />operator under separate cover.
