J nn <br />OBSERVATIONS <br />This inspection was for the purpose of monitoring Lincoln County's compliance, in the permit area, with the <br />permit, regulations and the Act. Don Blake, Lincoln County's Land Use Administrator, accompanied me on the <br />inspection. <br />This is a 9.07acre (see Amendment No. 1 ~ permit located adjacent to a county road on the south and west <br />sides. Hell Creek runs west to east trough the north side of the permit area. Drainage under the county road <br />enters the south side of the pit. The water would flow across the pit and enter Hell Creek, if it is not retained in <br />the permit area. At the time of the inspection, there was no evidence that surface flow and sediment had <br />reached the creek. <br />This is an old permit. The pit was evidently established Pre-Law. No topsoil has been salvaged. Mr. Blake said <br />that county salvages topsoil from county road borrow ditch cleaning operations to reclaim such permit areas <br />The county should salvage topsoil from any undisturbed areas remaining to be mined. <br />Reclamation grades have been established on the east and south sides of the pit perimeter. These slopes will <br />require regarding prior to topsoil placement and final reclamation. <br />There is a small pile of broken concrete on the pit floor that Mr. Blake said would be used as rip-rap where the <br />culvert under the county road drains onto the pit reclamation slope. <br />The identification sign and the permit boundary markers are properly placed. <br />There are no problems at this permit site. <br />I & E Confacf Address <br />NAME: Don Blake <br />OPERATOR: I incoln Count <br />STREET: P O Rox 39 <br />CITY/STATE/ZIP: Hula, cry RnR91 <br />Cc: Harry Posey- DMG via e-mail <br />
