OBSERVATIONS
The following observations were made during a routine inspection of this open 112 site
1.) No sign with the permit number and Operator name was posted at the entrance to the site.
This must be remedied within 30 days. (See Problem 1)
2.) An extra diesel oil tank and a propane tank near the scalehouse were both missing drip
pans or berms to catch excess liquid in case of a spill. This must be remedied within 30
days. A copy of this inspection report will be sent to CDPHE-WQCD to alert them to the
potential problems. Should they require additions to the permit that would impact DMG's
reclamation bond, please notify our office of the changes.
3.) According to the Operator, Tectonics Inc., the previous permittee, still retains
responsibility for reclamation of the slopes along the river where concrete fill was placed.
This is under the authority of the Corps of Engineers, since they were in violation of 404
statutes when they modified the slopes.
4.) The southern half of the site has been completely mined except for the "school section".
Topsoil has been saved in adequate amounts directly above the 10' high 1H:1V slopes, which
retain enough maneuvering room to be graded using cut-and-fill methods.
5.) Boundaries were marked with the fencing which surrounded the site.
6.) The former trash site has been cleaned up, and minor amounts of recyclable steel and wood
remain, although not in quantities which will have any impact on the current bond.
7.) No asphalt batch plant was in place on site, as per the agreement with the Operator.
8.) The discharge point matched the current CwA regulation plans.
