.--~. <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Gulch Mine for the month of November, 1996. <br />The site is snow covered but appears to be stable. Both ponds have water in them but were <br />not discharging. Firehawk Construction continues to use the site to "make" topsoil and <br />continues to rearrange the land and drainage to meet their needs. To date, the they have not <br />blocked Coal Gulch Creek from draining, however, the site will need to be monitored for this <br />specific purpose. Vegetation has done well and the third growing season should produce <br />enough vegetation to sufficiently retard most erosion this spring. <br />
