- ~ .. • (Page 2) • MINE ID # OR PROSPECTING ID # M-74-015 INSPECTION DATE 08/20/99 INSPECTOR'S INITIALS ESC OBSERVATIONS This was a pre-operation inspection of the Lyons Pit (Rockin' WP) conducted by Erica Crosby of the Colorado Division of Minerals and Geology. Michael Hart of Hart E..~vironmental and Dallas Glasser representing Western Mobile Boulder, Inc. were present during the inspection. Weather conditions on site were clear and warm. Ground conditions were dry. A notice of the permit amendment was posted at the entrance to the site. The Lyons- Rockin' WP Pit is located 2 y, miles east of Lyons, southwest and east of the St. Vrain River. The permit area currently encompasses 234 acres. On July :?, 1999, Western Mobile Inc. filed a permit amendment to M-74-015. The amendment proposes to increase the permit area from 234 acres to 891 acres, change the approved reclamation plan from " agriculture" to "developed water resource" and "wildlife habitat," and address the concerns noted in the Division's 4/13/99-inspection report. The operator was required to republish the public notice due to an error regarding the public comment period. The property is divided into four major parcels; 1. The Rockin' WP-North area contain the existing 234 acres in the permit. All four pits (phases I-IV) have been mined and reclaimed. The mine site is currently used as a loadout facility for the adjacent Miller Pit (Permit No. M-52-034). 2. The West Plant parcel contains an area approximately 231 acres and is located west and north of Southwestern Portland Cement. 3. The East Plant parcel contains approximately 226 acres and is located e,~st of the cement plant. 4. The Rockin' wP-South parcel contains approximately 208 acres and is west of the Miller Pit and South of the Rockin'WP North area. The Division inspected all four parcels of property to determine the a~xistence of any permanent man made structure within 200 feet of the affected area. For structures within 200 feet of the affected area, the applicant needs to meet the requirements oi.' Rule 6.4.19. In the Rockin' WP South area, permanent man made structures within 200 fee= include the dam embankment of the Foothills Reservoir, the outlet ditch of the Foothills R~°servoir, Hygiene Road, Chuck Atkins' House, old barns, an old silo, ditches, utility lines, and a well owned by Richard Cargill. The specific distance from the affected area to the noted structures could not be determined in the field and will need to be reviewed in the: application and possibly during another inspection. The East Plant area will eventually be owned by Boulder County Open Space. Old historic buildings were noted on site which may possibly be moved by Boulder County. The South branch ditch runs through the property and utility lines were noted on the nort}i end of the site between phases II and III. The West Plant area will require a conveyor to cross over the Southdown read and under the utility lines. Homes are noted in Phase I that may be demolished.
