<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection, The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Coal Ridge Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Coal Ridge Mine is in <br />reclamation only status. The inspection involved viewing two aerial photographs taken by Harry <br />Ranney of DMG on March 26, 1998. Snow cover was noted on site, at an estimated depth of 1- <br />2 feet. <br />Roa The road leading into the Coal Ridge Mine was clear of snow, and appeared passable <br />via automobile. Only the lower section of the road, near the entrance, was noted in the photo. <br />Hydrologic Balance The mine ditches and sediment pond were under snow cover. The pond <br />contained water, and appeared slightly frozen. The pond embankment and emergency spillway <br />were noted in the photos, and appear to be in good repair. <br />Backfilling & Grading The backfilled and graded portal benches were under snow cover, but <br />showed no signs of instability or erosion. The bench terraces and outslopes were well defined <br />on the photos. The outslopes appear stable, and the dozer slots appeared functional. <br />
