Enfarceaenc <br />action forthcoming. <br />This inspection was conducted for the special purpose of considering a proposal to amend <br />the presently approved mining plan with regard to the waste rock disposal provisions. <br />The durable rock fills in lower portions of Diablo Canyon were inspected and, while minor <br />evidence of ponded water was observed, no significant impact was detected. Ponded water <br />which results from large rain storms probably infiltrates the fill and passes on down the <br />canyon in a matter of hours. <br />The presently active waste rock disposed site (Area"SA") was inspected and no significant <br />impacts were observed, even though the culvert underdrain described in the approved plan <br />has not been installed. This fill is supposed to be placed such that the bottom layer <br />consists of very large rock in an effort to provide adequate permeability for drainage under <br />the rock fill. It should be pointed out that a "french drain" of this type-must be constructc~' <br />with a great deal of care and deliberation to ensure its long term performance. It appeared <br />that waste rock is being dumped into this section of Echo Canyon in a manner that does not <br />adequately,separate the various rock fractions. This critical portion of the construction <br />is nearly 50~ complete and it is unclear what measures CFS2 can take at this point to <br />ensure that adequate permeability t/ill be maintained over the long term. The culvert <br />underdrain concept probably isn't as good as the durable rock underdrain concept because <br />the likelihood of culvert collapse due to corrosive weakening is greater than the likelihood <br />of complete siltation impairment of the rock underdrain. <br />The active mining operation was inspected and it would appear that an area approximately 200 <br />feet wide, along the southern edge of the designated area has been recently added to the <br />"major disturbance" category. CF&I t/ill incorporate these newly affected lands into the <br />mining plan with the amendment proposal presently in preparation. No significant environmental <br />problems would appear to have been created which cannot be rectified in the reclamation phase. <br />The site which is the subject of the up-coming amendment to create additional waste rock <br />disposal capacity was inspected and the various disposal alternatives and related environmental <br />concerns were discussed. The basic concept is sound and the major concern (drainage/erosion <br />control) shouldn't be too difficult to overcome.
