III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the more easily accessible portions of the mine facility <br />areas. The facilities south and east of I-70 were viewed from the freeway and entrance <br />gate area. Disturbance areas north and west of the river were viewed from various vantage <br />points along the public road that extends from the Cameo exit up through Coal Canyon. <br />Conditions appeared to be generally unchanged from those described in the October 29, <br />2003 inspection report. Certain requested maintenance work including silt fence repairs at <br />the North Portal reclamation area, and rill repair on the RSRDA slope adjacent to the "B" <br />segment of the diversion were not checked. These items will be checked during the <br />December inspection. <br />Additional facilities demolition work has recently been initiated in conformance with the <br />approved reclamation schedule. Specifically, the former wash plant facility metal shop <br />building had been razed down to the foundation, and the Conveyor Transfer #2 structure at <br />the west end of the suspended conveyor tube had been largely demolished. Operator <br />anticipates that the project to take down the suspended conveyor tube that spans the <br />Colorado River will be undertaken in December. A minor revision addressing certain details <br />of the project is to be submitted to the Division once the Corps of Engineers permit has <br />been issued. <br />Sediment Ponds 8, 6, 10, 11, and 13, and CBA-1 sump were dry or nearly so. The Coal <br />Creek channel transition zone riprap structure near Pond 13 appeared to be in good <br />condition. <br />
