III, COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the New Horizon Mine for the month of March, 2000. The purpose of <br />this inspection is to conduct normal operations and environmental compliance. The weather was cloudy <br />and it was snowing earlier. <br />AVAILABILITY OF RECORDS: Records were inspected and found to be in compliance. See page 5 <br />of this report for further details. <br />HYDROLOGIC BALANCE: Mine 1: Ponds 1 and 6 had water in them but only 1 was discharging as <br />normal, all other ponds were dry. Atl ditches and culverts are functioning as designed. Mine 2. Pond 7 <br />had water in it and was not discharging. All ditches and culverts were clear and capable of functioning as <br />designed. <br />BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. The land <br />continues to be reclaimed to the approved post mining topography map and no low spots were noted. <br />Runoff from the area flows into the approved grass lined drainage channel which shows no sign of <br />erosion. <br />EXPLOSIVES: Records were inspected and found to be in compliance. Blast 517 was observed to <br />include all safety briefings and procedures <br />TOPSOIL: The topsoiling recovery and replacement for this year is currently been completed. Topsoil <br />depths were laid in with survey stakes with flagging marks for each horizon. Topsoil depths met or <br />exceeded required depths. It was noted that the expected topsoil depths of the recently stripped topsoil <br />was considerably less than anticipated which will require some amendment to the current permit <br />procedures. <br />RECLAMATION SUCCESS: The site continues to be in excellent condition. <br />
