• (Page 21 • <br />MINE ID /1 OR PROSPECTING ID # M-2000-031 <br />INSPECTION DATE 4-27-2000 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was apre-operational inspection of the site proposed for the Persigo Gravel Mine. The 10.58 acre site is located in <br />the northwest quarter of the southeast quarter of section 36, Township 1 North, Range 2 West, of the Ute Principal <br />Meridian. The site is on the south side of River Road, just south of the Union Pacific Railroad and U. S. Highway 6 and 50, <br />approximately 1 /4 mile west of where Interstate 70 crosses over these roads on the west side of Grand Junction. <br />The site is a nearly flat parcel that was predominantly covered with kochia, greasewood, tamarisk, and halogeton. The site <br />has recently been cleared of nearly all shrubby vegetation. Much of the site and surrounding area is covered with kochia. <br />There appears to be a thin layer of topsoil on the site that can be salvaged and stockpiled for replacement during <br />reclamation. The operator indicated that the groundwater table is approximately 10 feet below current ground level. <br />The triangular shaped site is fenced on the northeast and southeast sides with high tension 6 foot wire elk fencing. These <br />fences tie into the sewer treatment facility fence on the west side. This was reportedly not the original plan, but was done <br />at the plant operator's request, to prevent a dead space between fences. The applicant will need to mark the west <br />boundary so it is readily identifiable. There is a dilapidated and non-functional barbed wire fence just outside the proposed <br />west permit boundary. <br />Several feet west of the above mentioned dilapidated fence and approximately 250 feet south of the northwest corner of <br />the proposed site, is a manhole. Another manhole is located a few feet north of this northwest corner. The applicant <br />indicated that these manholes were not on any of the City of Grand Junction schematics. They were unable to identify <br />the owner, or the purpose, of these manholes. The applicant is doing further research to determine if the manholes are <br />connected, and to identify there purpose. The applicant indicated that the City of Grand Junction believes that they are <br />part of an abandoned storm drain system. <br />Some structures appeared to be within 200 feet of the site, but were not indicated on the permit maps. The system that <br />the manholes described above connect to is not shown on the permit maps. Additional structures not shown on the <br />application maps include the dilapidated fence mentioned above, some of the sewer treatment plant structures, and an <br />above ground power line that is located on the north side of River Road. <br />Due to the recent clearing of most of the vegetation from the site it was impossible to note if any noxious weeds were <br />infesting the area. However, it is recommended that the applicant include a weed control plan in the application and <br />implement weed control measures prior to and during the mining operation. The site cannot be released after mining is <br />completed if the site has an infestation of noxious weeds. <br />A couple of portable conveyor belt sections and a truck scale have been brought onto the site. The applicant is strongly <br />cautioned not to do any mining related activities on site prior to issuance of this permit. The vegetation clearing is <br />considered to be land management by the landowner. However, any earthmoving or storage of any additional mining <br />related equipment or structures will be considered as mining activity.
