f <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on December 28, 1999. During the overflight, no problems with <br />compliance were observed. The digital images were examined on January 4, 2000. There was a <br />small amount of scattered snow azound the mine site, mainly in the higher elevations. <br />Roads <br />Only the roads up A and C gulches had any snow on them. The other roads were all cleaz. All of <br />the roads were passable. No major erosional problems were seen with the A and C gulch roads. <br />The water bazs appeaz to be working. <br />Facilities <br />No problems with compliance were observed with any of the facilities. There was a considerable <br />amount of coal at the stacker tubes. A coal vain was being loaded and there did not appeaz to be <br />any problems with fugitive dust. <br />Hydrolor?y <br />There was some water and ice in P.gnd B. The water level appeared to be close to the primary <br />dischazge inlet level. It was not cleaz whether there was any dischazge. The pond inslopes and <br />• outslopes appeazed to be stable. <br />,. <br />There was a considerable amount of water in the mine water pond. It was not cleaz whether there <br />was any dischazge. <br />Pond C was dry. <br />No gullying was observed at the mine site. <br />Slone Stabiliri <br />There was no evidence of geotechnical instability with the cut and fill slopes at the mine site. <br />
