<br />• (Page 21 • <br />MINE ID ii OR PROSPECTING ID rY M-1984-108 <br />INSPECTION DATE 8/8100 INSP CTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 1 0 permits. The operator <br />was contacted about the inspection. The operator named on page one was present througho t the inspection. This <br />inspection was to assess the amount of permitted disturbance, since the financial warranty ount is scheduled for <br />recalculation. The details of the approved reclamation plan will be reviewed and new bond figu es sent to the operator. <br />This permit transferred to Western Gravel on 1219199. <br />A permit ID sign was posted near the entrance gate to the site, though the sign still contains he name of the former <br />permittee. This is not noted as a problem at this time, but the operator should update the sign to flect the current name. <br />The permit boundary is irregular, and delineated by green steel t-posts. <br />Mining is actively ongoing in the north block, with topsoil stripping preceding the excavation. To oil is bermed along the <br />west side of the pit. The pit is not dewatered as it is mined. It is growing toward the south. The it is about 10 feet deep <br />or more, and is becoming a pond, as allowed under the original approved plan for this site. The op rotor should ensure that <br />the water rights to expose groundwater still exist, and for what maximum size pond, by contacti g the Colorado Division <br />of Water Resources office in Montrose. The operator should also ensure that slope gradients bel w water line meet any <br />gradient specified in the approved plan. This will act to lessen the reclamation liability. <br />Except for the west side, the pond margins are not encroaching on the permit boundaries. Woo ed thickets exist to the <br />north, east and south of the present pond. The north pond bank is 3:1 or gentler. The east bank st II requires some grading <br />for final reclamation. The bank reclamation on the west side of the pond would involve pushing th bermed material down <br />to attain reclamation gradients there. Other reclamation tasks around the pond, based on the pre ent permitted acreage, <br />amount of disturbance and approved reclamation plan involve topsoil replacement and revegetati n. <br />There are no fuel tanks, processing equipment or mining-related structures onsite. All pitrun is haul d from the site. If fuel <br />is kept onsite at any time during the operation, adequate secondary containment li.e., impermeabl liner) must be used to <br />protect groundwater. <br />The south block is not currently mined, but is a dryland area where a remnant fines stockpile exis s. The south block, as <br />well as the surroundin un ermitted land in this ro ert arcel are covered with a thick stand kna weed a noxious <br />weed on the State weed list. This former asture or ha field has been ne lected for ears and t e kna weed has been <br />allowed to infest it. It is not known if the on final weeds were introduced as art of the earlier inin activit but the <br />ermitted site now contains the we d makin its control the res onsibilit of the o erator who s also the landowner . <br />This condition i noted as a roblem to be corrected b formulatin a control Ian and im lem ntin it. Theo erator <br />should contact the count weed authorit or extension office for information on ode uate contr strafe ies. A written <br />plan will be required to be submitted by the date shown on the last pace of this report. <br />A copy of this report will be mailed to the most recent weed contact name on record with this off e, whom the operator <br />might consider contacting also: Wa ne Coole CSU Coo erative Extension Tri-River Area 1001 .2nd Friendshi Hall <br /> <br />Montrose CO 81401: tel 970/249-3935. <br />As various areas of the pit are finished, the operator should ensure that the proper slopes, topsoil r placement and seeding <br />are accomplished in a timely manner, to lessen the final reclamation liability. Total present distu nce and the approved <br />mining plan, as well as weed control, will be accounted for in the new bond calculation. Any incre se in the bond amount <br />will have to be provided within 60 days, according to statute. <br />There were no further problems noted at the time of the inspection.
