(Page 2) <br />MINE ID k OR PROSPECTING ID # M-2001-054 <br />INSPECTION DATE 3/13/02 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This was apre-operation inspection performed by the Division for a site to be permitted as a 110 permit. The applicant's <br />agent was contacted about the inspection and a time was arranged to meet at the office of the agent. After a brief <br />meeting, this inspector proceeded to the site with the applicant. The applicant was present throughout the inspection. <br />After the inspection, this inspector received ahand-delivered packet of adequacy response materials. <br />The site is located on a steep hillside east of and adjacent to the Highway 550 right-of-way, in the north end of the Town <br />of Ouray. There has been a small amount of disturbance on the site, mainly from the previous landowner's preliminary work <br />toward developing the land for a homesite. The hillside is timbered fairly densely with mature spruce and fir. The <br />development on the site has exposed several vertical cuts up to 10 or 15 feet high; the alluvium is deep, recent, angular, <br />unsorted, and unconsolidated. The natural channel of Bridalveil Creek was observed; it does not exhibit a clearly defined <br />channel and banks. <br />Only the northern access road exists at this time. The land area designated for the southern road, to be constructed at <br />some point in the future, has not been included in the permit area. The southern road will be built for supporting this mining <br />operation, and therefore must be included in the permit area, prior to its construction. <br />Clearing the slash and other timber debris may prove to be sizeable job, since level work areas are limited, and so much <br />timber must be cut before earthwork may commence. The operator should not allow such debris to accumulate unless it <br />is allowed in the plan, and adequate bond is posted for its removal. <br />Drainage from the disturbed portions of the site will have to be carefully monitored and managed. The applicant proposes <br />to deepen the channel and create a sediment pond to catch runoff from the uphill portions of the creek. The level benches <br />he proposes to create by excavation will not drain into the sediment pond, but their runoff is expected to percolate into <br />the ground. <br />A series of flags was observed along the western edge of the lower bench, delineating the town's imposed 50-foot setback. <br />With no disturbance to the west of this line, a timbered buffer strip will be preserved, which will provide a visual barrier. <br />The homes along the northern edge of the site were observed. There will 6e a suitable setback from those structures also, <br />mainly to provide adequate 9eotechnical stability. <br />The operator is reminded that upon permit issuance, the permit boundary markers and permit ID sign must be posted in an <br />adequate manner. Please review Rule 3.1.12 for the specific language to include on the sign. <br />There were no additional items observed or discussed. No problems exist at this time.
