III. COMMENTS -COMPLIANCE ~c NOi^h~~ C ~~-~(y
{~s ~/~ a-Y a~ oa ~aaa
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection of the Southfield Mine conducted by Jim Stark of
CDMG. George Patterson of EFCI accompanied me on the inspection. The mine has
ceased operation and has been reclaimed. The Division has received a Phase I
Bond Release Application from the Operator. The weather was warm and overcast
and the ground was dry.
Availability of Records: All of the necessary records were located at the mine's new
office in Florence. The records are contained in two volumes. Please see the records
checklist at the end of the inspection for more detailed information.
Signs and Markers: All of the necessary signs were up and in good condition. The
sign on the mine entry gate does not have the address of EFCI's new office in
Florence. Please add the new office address to the sign.
Roads: -The access road to the regraded facilities area was stable and in good
condition.
-The landowners have requested, and the Division has approved, that the access
road to the mine, haul road to the refuse pile and the road to the Newlin Creek Mine
entrance be leff as permanent to support the post-mining land use of rangeland and
wildlife habitat.
-The haul road to the refuse pile was stable and in good condition.
-The road to the Newlin Creek topsoil stockpile was stable and in good condition.
Hvdroloaic Balance: -Pond 5 appeared to be dry, The pond was stable and well
vegetated. There may still be a small amount of water in the bottom because all of
the cattails and vegetation in the bottom of the pond appears to be doing very well.
- Pond 4 contained a small amount of water in the bottom. This pond was also stable
and well vegetated.
-The area that is being regraded where pond 3 was has sediment fence to help
control off-site sediment deposition. There is a small portion of the fence that has
been knocked down and needs to be put back up. The fence appears to be
functioning properly. George Patterson indicated that final grading of the pond
would be completed in the next couple of weeks.
- The Magpie Creek permanent diversion appeared to be stable.
- The ditch by the old coal stockpile has been recut (to ensure that runoff from the
regraded area flows into pond 5 and not down the access road and off-site without
reporting to the pond first).
- The culverts running under the access road were all clear and appeared to be
functioning properly.
- The ditch along the haul road and access road was stable and in good condition.
