III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />Notes: <br />Mr. Harry Ranney, Environmental Protection Specialist (EPS) of the Division, took aerial <br />photographs of the mine site on May 30, 2002. This report is compiled by Byron G. Walker, EPS, <br />based on an oral debriefing of Mr. Harry Ranney and a review of the photographs taken by <br />Mr. Ranney. Mr. Ranney stated that he saw no problems at the site. No items of <br />noncompliance are apparent in the photographs. Photographs are on file at the Division, and <br />are numbered 25-02-05-30-162 (162) and 25-02-05-30-164 (164) through 25-02-05-30-166 (i66). <br />Due to camera malfunction, picture 25-02-05-30-163 was discarded, and pictures 164 and 165 <br />are cropped. Photographs 164 and 166 are reproduced in this report. Copies of all the <br />photographs are provided along with a copy of this inspection report to the permiffee. <br />Comments are necessarily limited to the scale and detail of the photographs. The Portal 3 <br />area and the Loadout Area were not covered by this inspection. <br />ROADS Portions of the permanent road into the Portal 1 facilities area appear in Photograph <br />164 and 165. It appears to be in good repair. Portions of the road to the Stoney Ridge Fan <br />Shall appears in Photograph 166. It appears to be in good repair. <br />HYDROLOGIC BALANCE The waste area sediment pond appears in Photograph 162. It <br />appears to be dry. The sediment pond P-9 appears in Photograph 164, and appears to be dry. <br />Ponds T-1 and T-2 appear to be full (Picture 164) as does the Long Pond (Photograph 165). All <br />impoundments appear to be in good repair, and operating properly. The permanent relief <br />drain off the waste pile area appears in Photograph 162, and the permanent drainage across <br />the reclaimed facilities area appears in Photograph 1652. They appear to be in good repair. <br />PROCESS WASTE The waste disposal site appears in Photograph 162.
