.~ <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the King Coal Mine for the month of July, 1999 <br />RECORDS: Records were inspected and found to be in compliance. Further details of the records <br />inspection can be found on page 5 of this report. <br />HYDROLOGIC BALANCE: Both ponds had water in them but were not discharging. The East pond is <br />almost dry so excavation of sediment buildup will soon be possible. The ponds are stable and capable <br />of functioning as designed. All culverts and ditches were inspected and two needed minor cleaning. <br />All were found to be capable of functioning as designed. <br />GENERAL MINE COMPLIANCE: The site is well maintained and stable. No problems were noted <br />during the inspection. Most of the Air "wash plant' has been removed and only the footings remain. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is diverted <br />off the top and into ditches, however the pile needs to be graded to the correct slope and the lifts <br />should be no more than 1 foot to insure proper compaction is achieved. <br />
