Ben Frei <br />accompanied me on the inspection. <br />This permit area was last inspected on August 18, 1998. During that inspection five problems were noted. It <br />appears from the record. All of these problems have been vacated by the Division. They are not presently <br />considered problems by this inspector and will not be restated. Thev were primarily reclamaton items that <br />have not been completed by the operator and will only become problems if the reclamation work is not <br />completed wffhin five years of completion of extraction activities. <br />The only problem noted during this Inspection was that the southwest corner of the permit boundary was not <br />marked. This was pointed out to Mr. Frei and he agreed to place a marker. <br />The northeast portion of the permit area has been obtained by the E-470 Authority and constructed as part of <br />the hiahwav protect. Albert Frei and Sons should chance the permit by technical revision to reflect the final <br />reclamation plan for the permit. However, if there is asphalt or concrete hiahwav within the permit area, a <br />revision maybe necessary to reflect that type of reclamation. <br />Technical Revision No. 2 allowed for the temporary dewaterina of the lake so that an E-470 contractor could <br />borrow clay material from the lake bottom. Another aspect of the revision. was to allow access to the lake <br />slopes below the normal water 11ne so that they could be sloped in accordance with the permit and regulations. <br />The lake was full of water at the time of the inspection and the slopes below water line were not checked. <br />There are some slopes above the water line That exceed the 3:1 slopes required by the permit and reaulatlons. <br />The operator is reminded that these slopes must be properly graded prior to final reclamation and release from <br />reclamation responsibility. <br />report. there is information that a plan is still being worked on. <br />ff appears that all storm water flows to the gravel off lake. No off site impacts were observed. <br />The financial warranty should be adequate. Since the actual reclamation costs were last calculated for this <br />operation, the operator has graded a significant portion of the lake banks to what appears to be adequate <br />slopes.
