III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Backfill and Grading: Three areas of concern had been identified <br />in the Division's November 14, 1995 inspection of Pit 1. These <br />three concerns were; 1) grade out a knob located on the south west <br />ridge of PD-3 (Pit 1), 2) assure that south facing slope of PD-4 is <br />graded to a 3H:1V or gentler grade, and 3) assure positive <br />drainage in PD-4. The knob has been graded out and the ridge line <br />blends with the adjacent landscape. The South facing slope at PD-4 <br />was measured using a hand held Abney level. The slope was measured <br />at 16°, which translates to a 28$ slope (3.6H:1V). PD-4 had been <br />regraded and positive drainage established. These three items of <br />concern have been satisfied. <br />The 720 pit was inspected. Reclaimed pit was snow covered but <br />showed no signs of excessive gully formation. <br />Topsoil: Topsoil has been redistributed alongside light use road <br />A, within the pit 1 area, and alongside light use road B. During <br />the inspection topsoil was being utilized from topsoil pile E-3 and <br />being distributed on pond embankments. Topsoil replacement depths <br />were verified in the pit 1 area (PD-3 and PD-4), and in Bush Draw <br />(light use road B). Topsoil depths were determined using a wheeled <br />backhoe to dig pits. Then the interface between topsoil and <br />subgrade material was determined by looking for texture and color <br />difference. Topsoil replacement thickness was measured above this <br />interface to the soil surface. Pits were dug in the flatter <br />portions of the drainages and at the toe of the slopes. Care was <br />taken to stay out of designed PD-3 and PD-4 channel. Slick <br />conditions with snow cover and damp soils restricted access on <br />steeper portions of the slopes with the backhoe available. Topsoil <br />thickness verification on the upper slopes and ridge line will be <br />performed at a later date. <br />Fourteen soil pits were dug with the backhoe and topsoil depth <br />measured. Approximate locations are marked on enclosed map. <br />Measurements recorded were: <br />1: 1.3' 8: 1.2' <br />2: 1.3' 9: 1.0' <br />3: 1.3' 10: 1.2' <br />4: 1.3' 11: 1.2' <br />5: 1.5' 12: 1.2' <br />6: 1.5' 13: 0.8' <br />7: 1.2' 14: 0.9' <br /> <br />
