III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection conducted by Joe Dudash of the Colorado DMG. No one represented <br />the operator during the field inspection. Bill Bear represented the operator during the records check. <br />The mine site was covered in snow. <br />Signs and Markers <br />The mine ID sign was up at the entrance. Surface disturbance markers were also up around the site. <br />Roads <br />The entrance road was snow and ice covered but was passable. The cable was down at the top of the <br />hill. The gate at the entrance was locked and attached to the gate was the "no trespassing" sign. The <br />bridge across the river was snow covered but was passable. <br />Hydrology <br />There was a good amount of snow and ice covered water in the sediment pond, to within 6 inches of <br />the primary discharge tube. The gated primary valve was closed. The pond embankment appeared to <br />be stable and the spillways were functional. The collection ditch leading to the pond had sufficient <br />capacity. The culvert at the site entrance was snow covered. <br />The spring water treatment pond was ice covered but was discharging at about 20 gpm. The discharge <br />was dark orange in color, which has been demonstrated to be within NPDES and receiving stream <br />standards. The pond inslopes were stable, as was the pond embankment. <br />There was no evidence of the west spring. The east spring was flowing into a new channel dug by the <br />operator. The channel is well defined and will easily direct the spring water into the treatment pond <br />entrance culvert. The spring water temperature was 99 degrees Fahrenheit, measured at a point about <br />15 feet below where the spring comes out of the hillside. <br />No problems were noted with alluvial wells AW-1 and AW-3. The well caps were on <br />Facilities <br />There were no problems with the mine office. Both doors were open <br />Reclamation <br />The reclaimed road and portals were covered in snow.
