<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Edna Mine conducted by Tom Kaldenbach and Dan Hernandez <br />of the Colorado Division of Minerals and Geology. No one else was present. The ground was dry. <br />RECORDS <br />All required records were on file at the Routt County Courthouse. The records checklist is attached. <br />SIGNS AND MARKERS <br />Mine i.d. signs were properly displayed at the west entrance and at the Oak Creek entrance gate. The <br />two mine i.d. signs at the Old Tipple Road entrance and at the North Road entrance each need to be <br />moved several hundred feet to the immediate entrances from public roads to the permit area. The <br />mine i.d. sign at the Old Tipple Road entrance should be relocated to the intersection of the Old Tipple <br />Road and County Road 179. The mine i.d. sign on the North Road should be relocated to the <br />intersection of the North Road and County Road 179. <br />The permit boundary was properly marked at the numerous locations inspected, with the exception of <br />the eastern boundary next to the railroad track. Markers have fallen down there next to the Old Tipple <br />ponds and need to be reinstalled. <br />ROADS <br />All roads were in good condition <br />HYDROLOGIC BALANCE <br />Mof/at pond. Cattails need to be removed from the primary spillway's trash rack before the spillway <br />becomes plugged. <br />West Ridge pond series. The four largest ponds in the middle of the series were full of water; those <br />and the two lowermost ponds were discharging a trickle. Rock riprapped spillway channels were in <br />good condition. Pond inslopes appeared stable. <br />Tipple ponds 1, 2, 3, and 4. Pond 3 contained a small pool of water. The other three ponds were <br />dry. No problems were found at any of these ponds. <br />CPDS /lumes. The flumes at all three CPDS outtalls (001, 004, and 007) were in good shape. <br />Alluvial well TR-1.5. Surface casing was in good condition and a cap was in place. <br />Seeps and Spoil Springs. Onty minimal seepage was evident from seeps and springs that feed the <br />Moffat pond. Minimal seepage was also found at Seeps 2 and 23. Seep 1 was discharging a large <br />flow from one location on the ground, a fraction of its springtime discharge. <br />SAE at Oak Creek entrance gate. No problems were found here. <br />Revegetation. Chris Miller, the operator's contractor, was spraying weeds near the Moffat Pond. He <br />said the strips of land where gullies were repaired this summer are scheduled for seeding this fall. <br />Page 3 <br />
