Processing Waste <br />The refuse pile drainage was directed to the side drains appropriately. <br />The 100-year diversion ditch appeared intact and functional. The pile <br />appeared stable with no sign of slumps or damage. The small seep on the <br />fourth outslope did not appear to be active and was dry. <br />General Mine Plan Comaliance <br />The mine remains in temporary cessation awaiting coal from the Lorencito <br />Canyon mine. The Lorencito permit was issued November 7, 1997. In <br />accordance with Rule 2.01.5(2)(a), a permit shall expire three years from <br />the date of issuance ifi surface coal mining and reclamation operations <br />have not commenced. The Lorencito permit remains active at this time. <br />Fish and Wildlife <br />Beavers are damming the Purgatoire River as is runs through the site. <br />Evidence suggests elk and deer also frequent the site. <br />Subsidence <br />The small subsidence collapse above culvert C24 at the West mine area has <br />redeveloped. This small opening is about three X 3 feet in diameter and <br />about 10 feet deep. The hole has been periodically filled on two prior <br />occasions since it's formation in May 1999. It did not appear that <br />surface flows had entered hole to any significant degree. The operator <br />may propose a culvert to be established over this area to prevent further <br />subsidence. <br />Excess Spoil and Development Waste <br />The development waste pile was found graded and drainage was directed to <br />perimeter ditches. Compaction testing was attempted by proof rolling but <br />results indicate that further drying of the materials deposited is <br />necessary. The operator will forward compaction test results to the <br />Division as soon as they are available. <br />Evidence of offsite impacts was not apparent. Monitoring and maintenance <br />appears to successfully prevent damage to the surrounding environment. <br />- - 4 <br />
