r .~ ' <br />(Page 21 <br />MINE ID # OR PROSPECTING ID # M-82-090 <br />INSPECTION DATE 6-17-99 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a partial inspection of the Camp Bird Mine, conducted to monitor the reclamation activities currently taking place. <br />The reclamation is being conducted to reduce the reclamation liability prior to July 9, 1999, the date that an increased bond <br />amount is due. <br />ZMK Construction, Inc. was contracted to perform the phase I reclamation, including regrading of the east and west tailings <br />ponds, placement of a 4 to 6 inch layer of colluvium over the regraded tailing surfaces, and installation of drainage and <br />erosion control structures. The east tailing pond was being regraded during this inspection. The operator indicated that <br />some areas of the tailings were soft, cau:>ing the low ground pressure bulldozer to get stuck. However, they had stabilized <br />these areas fairly well and the regrading was going well, but a little over budget. Though the site had received significant <br />rainfall recently, no significant erosion problems were noted. <br />colluvium was being placed on the west side of the east tailing pond, where regrading had been completed. The upper <br />end of the tailing impoundment may be :3 problem to grade as specified, due to the difficulty of pushing the wet tailings <br />uphill. The operator was instructed to refrain from using the colluvium to gain the depth of fill required to attain the <br />approved grade and positive drainage. The colluvium is limited in supply and is necessary for successful revegetation of <br />the tailing ponds. The operator was instructed to find alternate material for filling this area, if necessary. <br />A change to the current west tailing pond regrading plan was proposed by the operator, due to the difficulties encountered <br />with soft spots in the east tailing pond. The operator proposed to regrade the west tailing pond surfaces the surface drains <br />to the east instead of the west. This plan results in less tailing material to be moved, but an increase in length of pipe <br />needed to carry drainage flows off of the west tailing pond. It appeared that this would be an acceptable plan, and the <br />operator was instructed to submit specifications for the change. <br />Though the portal closure was going to be completed in phase II of the reclamation, the operator was in the process of <br />completing that task during this inspection. Many of the collapsed timbers had been removed, as well as the caved <br />material around the portal. The operator was re-establishing the portal drainage ditch so the mine could be accessed <br />without wading.
