III. COMMENTS -COMPLIANCE ~~~~ C~ / ~~~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Deserado Mine conducted by Jim Stark of <br />CDMG. The photographs were taken by Harry Ranney of CDMG. The weather <br />appeared to be clear and sunny and the ground appeared to be dry. <br />The access road to the mine appeared to be stable and in good condition. The haul <br />road to the refuse piles also appeared to be stable and in good condition. There <br />were no visible ruts or erosional problems seen. The road along the conveyor corridor <br />also appeared to be stable and in good condition. This road did not show any signs <br />of rutting or any erosional problems either. <br />Refuse pile RP-5a had several areas on the pile where water was pooled. Most of <br />these areas were towards the bottom of the pile by pond RP-5a. These areas <br />appeared to be fairly large (larger than the vehicles parked by the shop) and the <br />area needs to be graded to smooth these areas out. The rest of the pile appeared <br />to be graded properly. Refuse pile RP-2/3/4 also had several large (much larger than <br />vehicle size) areas where water was pooled. These areas also need to be graded to <br />ensure proper drainage. Other than the noted areas where water was pooled, pile <br />RP-2/3/4 appeared to be well graded. <br />All of the refuse pile ponds (RP-1, RP-2/3, RP-4 and RP-5) contained a considerable <br />amount of water. It did not appear as though any of the ponds were or had been <br />discharging. All of the ponds appeared to be stable and well vegetated. There did <br />not appear to be any erosional problems on any of the ponds. Pond DP-1 also <br />contained water. The pond appeared to be stable and well vegetated. Pond DP-1 <br />did not appear to be discharging at the time the photographs were taken. Pond PP- <br />2 also contained water. This pond also appeared to be stable and well vegetated. <br />The ditch from the prep plant bench to pond DP-1 appeared to be stable from the <br />photographs. All of the ponds at the loadout, transfer tower and slot storage areas <br />appeared to be dry. These ponds appeared to be stable and well vegetated. <br />The portal area, facilities area and prep plant areas all appeared to be stable and in <br />good condition. <br />
