III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W Mine conducted by Erica <br />Crosby of DMG. No company representative was present during the inspection. <br />The Seneca II-W Mine status is active, and mining is currently taking place in <br />the A Pit. The inspection involved viewing five aerial photographs taken by <br />Harry Ranney of DMG on March 18, 1997. Snow cover was present throughout most <br />of the mine site. <br />Roads The Mine Entrance Road and Haul Road A were clear of snow cover and <br />appeared passable. The Haul Road leading into the C and D Pits was under snow <br />cover. Haul Road G was also under snow cover, and did not appear passable. <br />Hydrologic Balance Sediment Pond 006 contained water. The slide adjacent <br />to the pond was noted in the photo. Anew slump feature is noted on the south <br />edge of the pond, adjacent to the inlet. The slide does not appear to be <br />impacting the function of the pond or the haul road. The operator needs to <br />develop a remediation plan to stabilize the area. Most of the ditches are <br />under snow cover. No major erosion features were noted in the photographs. <br />Backfilling & Grading The dragline has opened a new box cut within the A Pit <br />to avoid disturbing the natural drainage. The spoil material has been placed <br />to the south of the A Pit. The photographs depict a dozer regrading this <br />spoil material. The NOV area in the B Pit does not appear complete per TR-25. <br />This work needs to be completed as soon as weather conditions allow. The <br />reclaimed backfilled areas in the A and B pits appear stable and no major <br />erosion features were noted. <br />
