ti • <br />(Page 2) <br /> <br />MINE ID # OR PROSPECTING ID # M-77-348 <br />INSPECTION DATE 4-30-98 INSPECTOR'S INITIALS GC <br />OBSERVATIONS <br />This was a partial monitoring inspection conducted with James Ellison, Quarry Superintendent for <br />Holnam, Inc. The operator has submitted a technical revision (TR-003) which requests approval to <br />place kiln dust into the ponded water in the A-Band cut. The purpose of this inspection was to <br />inspect the A-Band quarry where the placement would occur and the corresponding down slope E-Band <br />quarry. <br />The A-Band quarry is 50 to 75 feet wide with a down-dip highwall of about 50 feet. The deposit has <br />been excavated in segments of 300 to 700 feet in length, spaced about 100 feet apart along strike. <br />The A-Band is geologically located at the base of the Niobrara formation. The formation dips about <br />15 degrees to the east and the footwall consists of the Codell Sandstone. Holnam has been <br />depositing kiln dust into dry portions of the mined out A-Band quarry since before 1977. Holnam also <br />quarries the E-Hand member of the Niobrara formation, a geologically younger stratei located about 400 <br />feet east of the A-band cut. The dry A-Band segments have been filled with kiln d~as t. The remaining <br />segments contain water which originates from surface runoff and pump back from the E-Band. <br />During this inspection, we observed water in segments of the A-Band. The amount of water in each <br />segment generally decreased to the north and depths ranged from about 30 feet deep in the south to <br />a few feet deep in the north. According to Mr. Ellison, the water in the pits usually evaporates <br />during the summer time. The E-Hand was inspected and found to be dry. There ~,ras no evidence of <br />seepage in the E-Band highwall or footwall. <br />The A-Band quarry is located in a recharge area for the Codell Sandstone. The Division is concerned <br />that impacts to the quality and quantity of the groundwater be minimized and that no unauthorized <br />release of pollutants to groundwater occur from disposal of kiln dust within the permit area (see Rule <br />3.1.5(11) of the Construction Materials Rules and Regulations). To do this, we wi1:L review analytical <br />data for the composition of the kiln dust, hydraulic characteristics of the Niobrara and Codell <br />formations, and potential down gradient groundwater users. <br />Use of the designation letter "Y" (Y=Inspected and Found in Compliance) in the GENERAL INSPECTION <br />TOPICS section of page 1 of this report is not intended to abrogate pending problems and possible <br />violations identified in previous reports filed for this site.
