III. COMMENTS -COMPLIANCE ~ /~ C,~a, ~~~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection, Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Hayden Gulch Loadout conducted by Jim Stark of <br />CDMG. The loadout is currently in temporary cessation. The weather was cold and <br />sunny and there were several inches of snow on the ground. <br />Signs and Markers: All of the required signs (including the mine ID sign, permit <br />boundary markers, topsoil stockpile markers, etc.) were in good shape and properly <br />displayed. <br />Roads: Haul Road 1, Haul Road 2 and the access road to the office were covered <br />with snow. They appeared to be stable and in good condition. Access to the <br />loadout is via the Tie-Across-Haul-Road of Seneca Coal Company. This road was also <br />well maintained and in good condition. <br />Hvdroloaic Balance: -The loadout truck loop pond (pond 1) appeared to contain a <br />small amount of water, although the pond was covered with snow. The pond <br />appeared to be stable and in good condition and was not discharging. <br />- The loadout rail loop pond (pond 2) appeared to be dry but was also covered with <br />snow. The pond appeared to be stable and in good condition as well, <br />Support Facilities: The portion of the rail loop that is north of Highway 40 appeared to <br />be in good condition as did the remainder of the rail loop. <br />TOpSOjI: All of the topsoil stockpiles appeared to be in good condition. The topsoil <br />marker signs were in place and in good condition. <br />Fish & Wildlife: There was no wildlife seen at the site at the time of the inspection but <br />there were signs of deer and elk on the site. <br />
