Dept. of Natura~ ne~ow~rs <br />C. No signs and markers are required for exploration. <br />E through H could not be evaluated since these records could not be <br />located at the mine office. An invoice was located, for April, from the <br />company which conducts the monthly hydrology reports. <br />I. No surface blasting ,has been conducted recently. <br />N through U cannot be evaluatedibecause no reclamation activities have <br />been initiated. i <br />Permits <br />Eastside Mining Coal Co. is currently operating under a permit for coal <br />exploration involving over 250 tons of coal. Tliis permit was issued <br />10/14/83 and expires 12/1/84. The company has also submitted a mining <br />and reclamation plan which is under review by MLRD. <br />The justification for the exploration approval was the need for testing <br />the feasibility of mining steeply dipping 59° coal seams with alpine <br />miners and belt conveyors. Under the permit, the company is allowed to <br />remove 50,000 tons of coal. The following stipulations were attached to <br />the permit: <br />1. The company must prove that any coal transported will be used for <br />testing. <br />2. Within 3 months of approval date, the results of test corings must <br />be submitted to determine whether suitable plant growth material is <br />available. <br />Some information on stipulation 2 was submitted 1/6/84. A letter from <br />MLRD dated 2/16/84 asked for some additional information. <br />No coal has been transported from the minesite in relation to <br />stipulation #1. <br />On 6/1/84 the Colorado Department of Health made a tentative <br />determination to issue NPDES discharge permit #CO-0040-380 to Eastside. <br />Hydrologic Balance <br />Eastside received approval for a revision to add 1.7 acres for a storage <br />area on 12/27/83. This area lies below the sediment pond and is not <br />covered under a sediment control system. MLRD initially determined that <br />
