• (Page 2) • <br />MINE ID k OR PROSPECTING ID # M-86-148 <br />INSPECTION DATE 3-3-99 INS ECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a routine inspection of the Weaselskin Pit conducted as part of the Division's routine rr;onitoring program. The <br />inspection was also conducted to evaluate the current site conditions for use in recalculating and updating the reclamation <br />cost estimate. <br />The site excavation is occurring as directed by the mine plan, except that the excavation face is not to exceed the finished <br />slope grade. Therefore the slope is to be maintained at a 3:1 grade from the crest to an elevatio approximately 10 feet <br />below the expected water level of the future pond. From that elevation down, the slope can be fined at a 2:1 grade. If <br />these slopes are not maintained, and the operator continues to mine to a vertical highwall, the fin ncial warranty will need <br />to be increased to account for the additional task of backfilling the highwall to the approved gra e. <br />Enclosed is a recalculated reclamation cost estimate for this site. The costs have been updated, resulting in an increase <br />in the required financial warranty. The current financial warranty of S5,000.00 is inadequate o perform the required <br />reclamation, for which the liability has been calculated at S5,765.00. Weaselskin Corp. musts bmit adequate financial <br />warranty, in the amount of $5,765.00 within 60 days of receipt of this report and cost estimate. T is can be accomplished <br />by replacing the existing financial warranty with a new financial warranty in the full amount, or by supplementing the <br />existing financial warranty by the amount of 5675.00. ~ <br />If Weaselskin Corp. wishes to continue using a vertical highwall configuration, it would be beneficial to revise the mining <br />plan as soon as possible, so the reclamation cost estimate can be recalculated, and the required fi ancial warranty can be <br />submitted, prior to the 60 day deadline mentioned in the previous paragraph. Please contact the ivision's Durango Field <br />office for the proper forms for submitting the required financial warranty. <br />Topsoil from the barn area of the landowner's property has been imported to the site, as was co{nmitted to in Technical <br />Revision No. 1. This material is stockpiled on the east side of the pit. <br />Hazardous materials (fuel and other petroleum products) have been relocated to an area on the w~st side of the site, near <br />the crusher. These materials are stored in a bermed spill containment area. <br />No erosion was noted at the site. <br />The permit sign was in place. <br />The operator was removing some product from the side of the topsoil stockpile where the produlct stockpile had butted <br />up against the topsoil. The operator is cautioned to protect the topsoil resource, to prevent this problem from occurring <br />again in the future. <br />I & E Contact Address <br />NAME B. F.
