:- <br />III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On December 5, 1991 a complete inspection was conducted at the Bear mine. <br />Present at the inspection was Basil Bear of Bear Coal and Steve Shuey and Randy <br />Price of h1LRD. At the time of the inspection the weather was clear and cold. The <br />north facing mine had a considerable amount of snow on the giround and ditches <br />and culverts were frozen and snow covered. The cold autumn this year has <br />caused the North Fork of the Gunnison River to start to freeze up earlier than <br />usual. <br />Records were checked and were in order. <br />A tour of the mine site aas started at the haul road. The road had been recently <br />resurfaced with asphalt. An offset crown was placed on the road to help channel <br />water off to the sediment trap on the north side of the haul road. Anew mine <br />entry /identification sign was placed at the entrance to the mine. <br />The Sediment pond was inspected; no new changes were noted. The pond had <br />recently been resurveyed and recertified. The pond capacity and the capacity of <br />large shallow sediment trap type ditches were calculated by the engineer to be <br />sufficiently sized. <br />The topsoil pile was marked.
