COMMENTS -COMPLIANCE <br />Below are comments on the inspection The comments include discussion of observations made <br />during the mspect~on Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology (Division) This year is the tenth growing season for the reclaimed area at the <br />main facility disturbance, Chuck Florian of Greystone Environmental Consultants was <br />planrnng to begin vegetation sampling late on July 10`". <br />Reveaetation <br />Mr. Florian was not present when I arrived at the site but was planning to arrive late in the <br />afternoon, I traversed the reference area and most of the larger reclaimed facility area. <br />including the topsoil borrow area. the development waste pile, and the reclaimed areas of <br />former pond 3 and pond 5 Due to numerous rain and thunderstorms within the previous ten <br />days, vegetation was beginning to show more significant growth for the season as compared <br />to previous tnspecUons this year. Prior to those rains. new vegetation growth was minimal at <br />best. Fresh growth of grasses and fortis was evident In many areas. Some areas still <br />appear slow to respond, like the upper portion of the topsoil borrow area and portions of the <br />pond 3 reclaimed area, Rangeland transects 10 and 12. and pastureland transects 4. 10, 12, <br />14, and 15 are located in these areas, respectively. New growth of smooth brome was <br />observed in these areas but plants appeared small and sparse. <br />Other areas showed a more <br />diverse plant cover. with grass <br />species such as western whew <br />grass and the forb species <br />vetch observed.
