Pa e 2 <br />MINE ID # OR M-2006-046 INSPECTION DATE: 06126/2006 INSPECTOR'S RMWfrAS <br />PROSPECTING ID #: INITIALS: <br />OBSERVATIONS <br />This inspection was apre-operation inspection as required by Rule 3.2(7) of the Mineral Rules and Regulations of <br />the Colorado Mined Land Reclamation Board for the Extraction of Construction Materials. Present at the inspection <br />were Richard Wenzel and Tom Schreiner of the Division of Minerals and Geology (Division) and Sean Mellow and <br />Zach Roberts representing the operator, Silt Sand & Gravel, LLC. <br />The site of the proposed Grand River Park Project is located on the south side of Interstate 70 and the Colorado <br />River immediately southwest of the town of Silt, Colorado. The permit application indicates that approximately 110 <br />acres of 163 permitted acres will be mined for sand and gravel. <br />A sign indicating that a reclamation permit has been applied for was posted at the entrance to the site, which is <br />located on the north side of County Road 346 at the site of the former Hangs residence. Currently, the site is <br />undeveloped and is used for rangeland. Post-mining land use is intended to be recreation. <br />During this inspection DMG personnel reconnoitered the proposed mining area to verify the current site conditions. <br />Several gas line valves were observed at various locations across the site. Installation of these structures has <br />resulted in the disturbance of a portion of the existing wetlands. These structures will need to be identified on the <br />pre-mining and mining plan maps in the permit application and the affect mining will have on them addressed <br />according to Rule 6.4.19, Exhibit S -Permanent Man-made Structures. All other man-made structures present on <br />the site were identified on the pre-mining plan map. <br />Noxious weeds observed within the proposed permit area include Russian Olive and Tamarisk. The operator's <br />representatives acknowledged the presence of these weeds and indicated that they would be removed and <br />controlled during mining. <br />The reclamation permit application for this site has been reviewed and an Adequacy Review Letterwas sent out on <br />August 1, 2006.
