This <br />violation was issued for failure to maintain cover material in a stable <br />configuration. Two steps were required to abate the violation: first, the <br />operator was required to install drains to eliminate excess moisture from the <br />slump site; second, they were required to repair and regrade the slump to <br />blend with surrounding cover material. A ten-day notice was issued regarding <br />this slump on March 28 following a March 7 inspection. <br />Summary of Inspections <br />A. Aerial Pho_ _ tography -Video footage was taken from the air three times <br />during a year: fatarch 18, May 23, and June 27, Aerial stereo pairs <br />were also taken on March 18, <br />B. MLRD Sam lin -Vegetation sampling was conducted during the <br />Septem er an October 11 inspections, Water sampling taken or noted <br />during inspections is as follows: March 11 - grater from the south <br />underdrain was collected and sampled for ph, temperature, and flow rate; <br />August 18 - a surface water sample was taken above the mine from Hubbard <br />Creek; September 20 -flow measurements of 1/2 ounce per minute for the <br />north underdrain and 0,1 gallons per minute for the south underdrain were <br />noted in the inspection report for that date. <br />OSM Oversight: Inspection performed on March 7. <br />O. Problems - A small surficial slump in the top four feet of cover <br />materia^f was first noted during the March 11 inspection. The slump was <br />measured on that date and diagrammed during the August 18 inspection <br />conducted by Jim Pendleton, Seepage and salt collection present just <br />below the slump was noted throughout the spring and summer. Both <br />problems were addressed successfully with the installation of three <br />cloth-wrapped, 5" vented PVC drains underneath the slump. These drains <br />and regrading of slumped material allowed the violation written in <br />response to these problems to be terminated. <br />Other Concerns: <br />1. Pond #5 was discharging during the March 11 inspection. <br />2, Weeds may eventually become a problem at this site, especially on the <br />top of the bench and below the riparian zone. Weed comments are included <br />in the November 3 inspection. <br /> <br />
