III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection of the Edna Mine conducted by Tom Kaldenbach of the Colorado Division of <br />Minerals and Geology. No one else was present. The ground was covered with snow from a storm that was <br />passing through. The snow cover significantly limited inspection. <br />Availability of Records <br />The records reported as missing in last month's inspection report have been inserted in the file at the county <br />courthouse. <br />Hydrologic Balance <br />To assess the impact of possible spoil spring discharge from the Edna Mine on Trout Creek, I measured field <br />conductivity in the creek upstream and downstream from the Edna Mine (see attached map). Snow cover <br />prevented entry into the mine site, so it was not known if spoil springs were discharging during the inspection. <br />All measurements were made from county road bridge crossings within a 3-hour period on the morning of <br />Apri124. These measurements indicated Trout Creek was below the 1,000 µmhos/cm material damage suspect <br />level for irrigation water at all locations measured. Electroconductivityyalues in Trout Creek appeared to be <br />elevated by inflows along the segment of Trout Creek that flows by the Edna Mine (segment 13c of the <br />Yampa River basin), and downstream from there the creek's water was being diluted by inflows from <br />tributaries and/or snow melt runoff The conductivity measurements indicate the creek's water probably was <br />below the instream sulfate standard of 250 mg/1 applicable on lower Trout Creek (segment 13a of the Yampa <br />River basin). <br />Slides and Damage <br />Reclaimed slopes in the Moffat, Center Ridge, and West Ridge areas were observed from County Road 29; no <br />problems were evident, although snow cover limited inspection. The Goat Trail was observed from Highway <br />131, Slopes appeared stable, snow cover also limited inspection here. <br />3 <br />
