III. COMMENTS -COMPLIANCE
This was a Phase I bond release inspection of the thermal event area conducted by Jim
Burnell of CDMG on Thursday, October 7, 2004. Other participants in the inspection were
Henry Barbe of Mountain Coal Company, Sandy Brown of CDMG. Mitch Rollings of the
Office of Surface Mining, and Liane Matson and Ryan Taylor of the US Forest Service,
surface manager of most of the inspected site. The weather was fair and sunny.
For organizational purposes, the area inspected for bond release will be discussed as eight
separate areas, conforming to the map provided in the bond release application. The areas
are numbered 1 through 8, depending upon when the reclamation was completed.
The area designated Area 1 is the pad for "hole G," reclaimed in July 2001 The regrading
was fine. with the pad area blending into the original topography. The vegetation was
satisfactory, but the area had been heavily grazed An updated demonstration must be
placed into the permit, utilizing the present vegetative cover and slope data to justify
managing the area as an SAE without the alternative sediment control. The regrading conformed to the original contour very
effectively, as the entire area 2 sits on a rather steep west-facing slope. The drillholes were
