III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on February 14, 2006 by Mike <br />Boulay of the DMG. Leonazd Sheazer of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were cleaz and cold. The entire mine site was snow covered at <br />the time of the inspection. With exception of the shop azea and boneyazd azeas, there was no <br />activity at the mine site during this inspection. <br />Roads <br />Road surfaces site wide were snow packed. The majority of the mine site was not accessible. <br />An attempt was made to access the reclaimed Wolf Creek Area and Wadge Area pits. None of <br />these mine site locations were accessible due to drifted snow and icy-snow packed roads. <br />Hydrologic Balance <br />Ponds 002 and 003 were viewed. These sedimentation ponds were frozen over and appeazed full. <br />The Truck Wash Ponds were holding water. The supply pond was dischazging. No problems <br />were noted at any of the accessible pond locations. Ponds 004, 008, and the PECOCO <br />Impoundment were not accessible due to drifted snow. <br />Support Facilities <br />The shop and facilities areas were the only locations cleared of snow. Perimeter areas at these <br />locations were icy and muddy. No problems were noted during this inspection. <br />
