(Page 2) <br />MINE ID ~ OR PROSPECTING ID $ M-85-072 <br />INSPECTION DATE 07/07/95 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division ae part of its monitoring of 110 permits. The <br />operator was contacted about the inspection, and the representative named on page 1 was <br />present at the site during the inspection. <br />This is a county operation, for which there is no needed financial warranty or stormwater <br />plan. <br />This Bite lies immediately north of Highway S0, just west of the town of Doyleville. A sign <br />identifying this site as having a MLRB permit was observed at the entrance. Fencelines and <br />posts adequately marked the permit boundary. <br />There were several stockpiles of product in the southeast part of the permit area. Topsoil <br />is stockpiled to the east of the pit, fairly close to the edge of the pit. Topsoil piles are <br />graded well and vegetated. The piles will have to be pulled back prior to expansion of the <br />pit or prior to reducing the elopes during reclamation. <br />Mining is proceeding to the east. The pit entrance ramp is on the south side of the pit. <br />The exposed layers of gravel and silty material exposed on the nearly vertical highwall show <br />that gravel occurs in irregular layers and is becoming less abundant. The operator stated <br />that mining here may soon cease due to difficulty in obtaining sufficient material, separate <br />from the unusable portions. <br />If release of a permit is considered in the future, the operator should review and follow the <br />details of the approved reclamation plan, as it exists in the files. When complete, follow <br />all the steps included in Minerals Rule 4.16, to request release from further reclamation <br />liability. <br />The operator has begun reclamation on the west and north portions of the pit. The slopes <br />have been graded very well there. Topsoil has been replaced on the west portions of the pit <br />slope. That area has been drill seeded, and revegetation has begun. (This information ie <br />being reported on the annual reports too.) Unfortunately, the whole site has been open to <br />livestock grazing, and the deaireable vegetation (ie., the grass) is being selectively eaten. <br />Establishment of the revegetation could be more successful, and accomplished sooner, if <br />cattle were excluded. Since this is not a phased operation, nor is the operation in the <br />et age of final reclamation, this situation is not considered a "problem" under any inspection <br />topic, but is merely being noted. The operator is encouraged though to try to exclude <br />grazing from the areas being reclaimed. It will certainly be necessary to do so once final <br />reclamation begins throughout the permit area. <br />These items were discussed with the operator during the inspection.
