III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Janet Binns of Colorado Division of Reclamation, <br />Mining and Safety. The mine is a reclaimed surface mine, with no personnel on site. The weather was <br />clear and warm, with temperatures in the 60's. Snow pack is mostly melted with larger snowdrifts still <br />in place. Snow cover is very patchy. Runoff is flowing throughout the mine site. Snowmelt is pooled <br />throughout the mine site and throughout North Park with flooding in the lower areas common. Mine <br />site is very muddy. <br />The access road was navigable until the final turn the facilities azea. A large snowdrift remains at the <br />last curve to the facilities azea. The facilities azea still contains large snow drifts and pooled snowmelt <br />water. <br />All sediments ponds at the mine site, F, E, D, B, and A were partially thawed, full of water and <br />dischazging. Dischazges were slightly cloudy but not at a level to cause concern. Most of the pond <br />embankments were still under snow drifts. V-notch weir on pond F showed the dischazge level at <br />approximately 3 inches on the weir. <br />Water was pooling in the north end of the Pit 1 drainage before flowing to the ditch. A small amount <br />of headcutting of the drainage was occurring in PD3 ditch that could use some additional armoring. <br />The slopes in Pit 1 looked good with no apparent gullying. Vegetation observed in the reclaimed pit 1 <br />azea looked good and vigorous. <br />Vegetation throughout the mine site appeazed good. Large snow patches were still present throughout <br />the mine site making access to the southern extent of the mine restricted. <br />The gate remains secure at the loadout. No recent activity had occurred at the loadout site. Vegetation <br />appeazs in very good condition. Snow melt is pooled throughout the loadout area. The loadout pond <br />was inaccessible due to the muddy and wet conditions. Rabbitbrush appears well established at the <br />loadout site.
