.. <br />• (Page 2) <br />MINE ID # OR PROSPECTING ID # M-98-080 <br />INSPECTION DATE 10-30-98 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a pre-operational inspection of the H and H Quarry No. 2. <br />The operator indicated that the site was accessed by an existing road. The road, as well as <br />a short spur road, had been bladed to improve access. The operator had done some exploration <br />into the sandstone outcrop adjacent to the spur road, and in a small patch on the southern <br />end of the permit area. The exploration did not require a notice of intent because the <br />disturbance was not greater than the 1600 square feet, no more than two such disturbances per <br />acre, that is allowed per Rule 1.1(13). The disturbance was extremely close to exceeding <br />this acreage. The operator is cautioned to refrain from disturbing potential excavation <br />sites in the future, until a permit from the Division is issued. Civil penalties for mining <br />without a permit can be quite high. <br />The proposed permit area is the point of a ridge where sandstone outcrops around the <br />perimeter of the point. The excavation is proposed to begin at the outcrop, on the south <br />end of the site and progress north and east to the eastern and northern permit boundaries. <br />At the east boundary it appears that the depth of excavation will be approximately 30 feet <br />deep. The operator proposes to either leave benches along this highwall or backfill it to <br />a 3:1 slope. The excavation will have a disturbance of no more than 3 acres at any one time <br />so the operator will be performing reclamation, concurrent with excavation, once the initial <br />three acre excavation is complete. <br />The slope downhill from the sandstone quarry is included in the permit boundary to avoid off- <br />site disturbance from the minimal amount of material that could migrate downslope during the <br />initial outcrop development. The BLM has requested that the reclaimed surface not have a <br />greater quantity of rock than the pre-mining surface. Therfore, the operator should attempt <br />to avoid pushing any rock downslope, as this rock will need to be cleaned up upon <br />reclamation. The undisturbed areas of the slope below the excavation, and the grass pasture <br />at the base of the slope are the erosion and sediment control features proposed for this <br />site. These controls may be adequate, and the operator has indicated that any areas of <br />concentrated stormwater flow from the site will be controlled by placement of straw bales <br />to filter the flow. It is recommended that the operator also employ use of a berm at the <br />edge of the outcrop excavation to minimize the sediment that leaves the excavated area. <br />It appears that the mine site is high and dry and will not intercept any surface or <br />groundwater resources. Impact from this site should be minimal, except for visual affects <br />which will be minimized by reclamation of the site. <br />The site boundaries were not marked and the operator was only sure of their approximate <br />location.
