III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />dunng the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action <br />Thls was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology (DMG). The weather was unseasonably mild and ground conditions were <br />generally dry. No significant work has been completed since the last inspection, <br />Roads <br />The access road ditch to the office was found cleaned of sediment deposited dunng last <br />summer's storms. The railing has been re-attached to the concrete bridge at the mine <br />entrance. The Jeff Canyon haul road surface was somewhat rough and requires some <br />blading during dry condition to restore the crown and smooth the surface. A few low spots <br />and bends m the road about halfway to the surface mine also require some work to help <br />facilitate proper drainage. <br />H drolo is Balance <br />Mr. Steele and me discussed a possible plan for removal of sediment from pond 9. This plan <br />would be submitted as a Minor Revision to the permit, as it requires no additional bond and <br />will not increase the disturbed area. The proposal will stockpile pond cleaning above the <br />pond on a flat bench to help dry the material. If sod testing indicates favorable results, this <br />material would be later hauled to areas at the site that still require topsoil application. <br />Excess Spoil <br />The operator has not been able to complete all repairs to fill downdrains due to the lack of a <br />truck to haul rock. The west downdrain at Fill 9 and the east downdrain of Fill 7 additional <br />rock and re-shaping. The operator should ensure that smaller rock is bedded into the <br />repaired channel prior to <br />placing larger nprap. <br />w ~+•'9 <br />Soil particle size at Lorencito is <br />fine sand and clays while ripra{:~ <br />D5o is equal to or greater than 9 <br />inches at all fill downdrains. <br />"The placement of a properly <br />designed filter blanket <br />underneath the nprap is <br />necessary when the particle <br />size of the nprap is much larger <br />than the particle size of the <br />base material.
