III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Cazbon Junction Mine conducted by Tom Kaldenbach of CDMG. <br />No one represented the operator during the field portion of the inspection on September 28. Matt Gavin of <br />Goff Engineering and Surveying was present during the records check at the Goff office on September 29. <br />The gravel operation was active on the site. The ground was dry. <br />Availability of Records <br />All required records were available (see attached list). <br />Sins and Markers <br />The mine i.d. sign is properly displayed at the entrance. <br />Roads <br />Gullies in the access road to the North pit have been stabilized with cobbles. The is rough, but passable. <br />Water bars that cross the road discourage public access. The road extending up the north side ofthe South <br />Pit reclamation is severely gullied and needs repair (see discussion of Slides and Damage, below). <br />Hydrolo¢ic Balance <br />Water in both Ponds 1 and 2 was approximately 2 feet deep. The water levels were a few feet below <br />discharge. Embankments of both ponds were well-vegetated and appeazed stable. Discharge structures <br />were in good condition on both ponds. <br />Backfill and Gradin¢ <br />No further backfi[ling has been done in the North pit since last year. <br />The South pit backfilling, regrading, and topsoiling appears complete (Photo 1). There were no rill or <br />gully problems on the reclaimed slope. <br />Much of the length of the reconstructed Carbon Junction channel has been lined with large boulders. <br />Reveeetation <br />South Pit area reclamation is dominated by a sunflower-like plant, asters, and kochia. Cover is sparse, <br />but is coming along on this fairly recent reclamation although the azea is extensively gullied (see <br />following). <br />
