• (Page 2) • <br />MINE ID / OR PROSPECTING ID ~ M-78-014 <br />INSPECTION DATE 11 9 94 INSPECTOR'S INITIALS GSC <br />OBSERVATIONS <br />This was a monitoring inspection conducted with Mr. Michael Leidich, the operator's <br />representative. The permitted acreage is 130.d5 and the bond is currently 550,000.00. The <br />operation consists of 3 stages. The operation was not active during the time of this <br />inspection. Clay is mined from various beds throughout the eastward dipping Laramie <br />Formation. Mr. Leidich explained that the clay is mined and stockpiled periodically and the <br />stockpiled product ie removed ae needed. <br />Stage 1 ie currently being mined for clay and Stages 2 and 3 are being reserved for future <br />activities. Extensive portions of Stages 1 and 2 consist of pre-law disturbance. <br />Various clay layers in the Laramie Formation are periodically mined from Stage 1 and clay ie <br />stockpiled under protective plastic within Phase 1. A topsoil and two clay atockpilee are <br />situated in the southern portion of Stage 1. Another overburden stockpile and one topsoil <br />stockpile are located further west. All atockpilee are stabilized. <br />The perimeters of this permit are well fenced and posted with warning signs. A clearly <br />visible sign ie posted at the entrance, however, some of the required information ie lacking. <br />This sign needs to show the name of the operator, a reclamation permit statement and the <br />permit number pursuant to Rule 3.1.12 of the Rules and Regulations ae amended in 4/94. See <br />PB-1. <br />In 1987, the U.S. congress amended the Clean Water Act to expressly include storm water <br />discharges from industrial sites ae requiring Clean Water Act controls. In 1990, EPA issued <br />regulations that require specific industrial activities to obtain permits in order to <br />discharge storm water from their facilities. Active and inactive mining operations where <br />storm water comes into contact with overburden, raw material, intermediate products, <br />byproducts, finished products or waste products located at the mining Bite are specifically <br />included. The deadline to apply for a storm water permit was October 1, 1992. If a storm <br />water permit for this mine has not yet been obtained, the operator must make application for <br />such a permit as soon as possible. If any storm water control structures are required to be <br />constructed at the mine as a result of the storm water permitting process, a revision must <br />then be submitted to this Division to include the operational and reclamation aspects of such <br />structures in the Reclamation Permit. <br />
