III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Bowie Mine No. 1 conducted by <br />Tony Waldron of DMG along with Basil Bear of Bruin Mining. The <br />mine is active and is currently mining out of the west pod. <br />Hydrologic Balance <br />Sediment ponds 1, 2, and 3 all contained water below discharge <br />level. Pond 4 was dry. This pond series did receive water this <br />past spring and the repair work that was completed in the binwall <br />embankments appears to be working very well. There are still a few <br />small seeps that have been identified for repair later this year. <br />The pond cleaning that occurred last fall appears to have helped a <br />lot in increasing the storage capacity of these ponds and therefore <br />in their ability to function correctly. The RDA pond was holding <br />a very small amount of water. This pond was also cleaned out last <br />fall which has greatly increased its effectiveness. The ROM pond <br />appeared to be stable and was holding a small amount of water. The <br />west mine pond was holding quite a lot of water just below <br />discharge level. Finally, both ponds at the loadout were basically <br />dry and stable. Ditches and diversions on the site were well <br />maintained as were small area exemptions. <br />Refuse Disposal Area <br />The RDA was inspected and the operator is preparing to install the <br />previously approved expansion. The pile has not received waste <br />since the fall of 1995 but will begin receiving waste again soon. <br />Roads <br />All roads on the site are well maintained. The road leading down <br />Stevens Gulch is showing signs of wear and the operator is looking <br />into performing some repair work on some of the lower sections of <br />the road. This will be conducted as necessary until the mine is <br />closed permanently at which time the road will be fully repaired <br />and turned over to the county. <br />Records <br />Records which are required to be kept on file at the mine office <br />were inspected and were found to be complete and up to date. <br />
