(Page 2) <br />MINE ID # OR PROSPECTING ID #: ~~-~QQQ-non <br />INSPECTION DATE: inr~m INSPECTOR'S INITIALS: -KAl' <br />OBSERVATIONS <br />This inspection was conducted in response to an amendment application submitted by the operator. <br />Present at the inspection were Kate Pickford, DRMS, Matt Carnahan, consultant for the operator, and <br />Gayle Lyman, Elam Construction, Inc. Weather at the time of the inspection was clear, calm, and <br />approximately 70 degrees. <br />2. The amendment application proposes adding 80 acres to the permit area, adjacent to the existing <br />permit. The added acreage currently consists of an area with a pinion juniper community on uneven <br />terrain, including some drainages. The proposed mining plan for the site indicates that the drainages <br />will not be mined and adjacent mining operations will occur to elevations of ten feet or more above the <br />existing drainages. The drainages and the elevations of the drainages will be avoided in order to <br />protect existing wetlands, to avoid intercepting groundwater, and to maintain the natural drainage <br />pattern of the site. <br />3. A bufter of 200 feet will be maintained along the north boundary of the amended area and an <br />adjacent area will not be mined, at the request of the landowner. There is an existing gas line that <br />transects the site that the operator will maintain a setback from, the distance to be worked out <br />between the operator and the owner of the gas line. Mr. Lyman stated that the gas company may <br />relocate the line during the life of the mining operations, at which point Elam Construction would opt to <br />mine through the area currently containing the pipeline. Mr. Lyman inquired as to the best way to <br />reflect this option in the mining plan. He was advised that this option could be included in the current <br />proposed mining plan to avoid having to submit a technical revision to the permit once the line is <br />moved. He was further advised that the Division would need to be notified that the line had been <br />moved and that Elam Construction would be continuing to mine under the option to mine through that <br />area. <br />4. No problems were observed at the site that would prevent approval of the amendment application. <br />The process will continue until a decision can be made with regard to the application.
